Housing

...
First off, housing is not meant to be a stressful part of the setting! No one is obligated to figure out the specifics of where their characters are staying. Rather, this section exists for those who want to organize housing and potentially have their characters living together.

In Starsand City, all characters are provided some sort of free housing upon arrival. The locals will happily direct them to special apartment complexes or offer them homes off of the beaten path. Spirits create and maintain housing in exchange for faith, so all that a character needs to do is be grateful for their free home. But free housing does tend to be very bare minimum: If characters want a more luxurious house, then they will have to work. This doesn't even have to be more than cleaning a shrine every week, but it does have to be work that contributes to the city in some way.

It is also possible to earn crystalized faith magic, called "Starling," and exchange this for nicer housing.

All in all: Housing should be easy to obtain. And the sky is the limit! Characters should be able to find somewhere comfortable to live, without having to settle for much less.

(Living @ Top Level)
The "top level" of Starsand City is currently the 5th level. It is called "top level" because it is always pushed to the top when new levels are magically added to the city stack. The edges had protective magical barriers to prevent people from falling over.

This level is a pastel, spirit magic version of your expected 2020s city. While energy is provided by spirits and small shrines are liberally scattered about, most buildings still look normal. There is a shopping distract in the center and residential areas spiraling outward. Housing-wise, you can find apartment buildings, dormitory communities, and townhouses. There are a few freestanding houses on the outer edges. In the city center, residential flats are built one or two stories above most shops.

It's very easy to get Top Level housing. Most of the free starter homes would be on this level.

(Level Four - High Fantasy)
As you begin to travel down to the next level, you will find yourself on the most recently added city level. "Level Four" is rich with spirit magic. It's a place where you likely won't find electric lighting, but that's because the spirits glow brightly enough to replace it. This level is divided in many platforms and connected through stairs, bridges, ladders, and even tree trunks.

Not many natives live on this level. It is most inhabited by spirits who have physical forms and Fallen Stars. There is a lot of greenery, including plants that exist due to faith magic alone.

If you thought it was easy to get housing up top, then you'll find it's even easier here. This is no rent, no purchasing, and no formal ownership. The landscape molds itself to the desires of its residents, creating literal "pop up housing" for those who need it. The houses are all free standing and relatively modest (about 2-3 rooms max,) but basic needs will all be covered.
